  1. Publish Pillar KPIs and evidence standards; open comment period.
  2. Launch Mission Ledger with at least 5 pilot challenges per Pillar.
  3. Integrate the three gates (Rights, Energy, Mission Fit) into the router.
  4. Stand up red-team exchange and incident registry; fund bounties.
  5. Release public dashboards for D(c,t), ComputeShare, outcomes, and retirements.
